Online slots in Kenya: the law, tax and M-Pesa slot sites
Online casinos are legal in Kenya for adults 18 and over when the operator holds a Gambling Regulatory Authority licence. The Authority replaced the Betting Control and Licensing Board under the Gambling Control Act, 2025, and the 2026 licensing regulations that put the Act to work are still before the High Court.
None of the slot sites in our ranking lists a Kenyan licence; they hold offshore licences. The list below shows each site's licence and whether it lists M-Pesa and Airtel Money, and the tax table shows what a win pays after the 20% withholding.

The challenge itself (Judicial Review E251 of 2026) is open: no judgment on 2 October, directions set for 12 October 2026.

Offshore licences
Curacao, Anjouan, Kahnawake and others, as listed; none lists a Kenyan licence.
A site licensed offshore answers to its offshore regulator, so a payout dispute goes there and not to the Gambling Regulatory Authority. Check how a site handles the 20% withholding before you count on a payout figure.
Yes, from 18, at a site licensed by the Gambling Regulatory Authority. The sites ranked here hold offshore licences instead, so their disputes go to the offshore regulator. A licensed operator keeps back 20% of winnings for tax: a KSh 5,000 win pays KSh 4,000.

How to check a slot site from Kenya
1
Read the licence line
Each row in the list shows the licence we list for the casino. A Gambling Regulatory Authority licence puts the site under Kenyan supervision; an offshore licence leaves complaints with the offshore regulator.
2
Check the cashier both ways
Its profile lists deposit methods. Open the cashier and confirm that M-Pesa or Airtel Money also works for withdrawals, and note the minimum cash-out.
3
Price the bonus
Wagering decides what a bonus is worth. At a 96% slot, wagering free-spin winnings more than about 25 times costs more than the spins win on average.
The same game can be supplied in more than one RTP version, and the casino chooses which one to run. The game's info screen shows the version you are playing.
Most slots with an RTP on record sit between 95% and 97%. Fewer than half of the slots carry an RTP on this site, so the spread describes the studios that publish one.
Computed from the slots we list. RTP is each slot's listed figure for its standard version; volatility counts only ratings on a five-step scale from studios whose ratings vary.
